Your Trusted Legal Advisor. Need Any Help?
Do you run a currency exchange on Yonge Street, a money transfer counter on Highway 7, or a crypto platform near Beaver Creek? FINTRAC rules apply to you, and since March 2026 the penalties are much higher. Irbaz Wahab helps Richmond Hill money services businesses register, stay compliant, and answer FINTRAC. All for a flat fee.
Richmond Hill is one of the most diverse cities in Canada. Many families here send money overseas, and local remittance shops, currency exchanges, and crypto start-ups help them do it. We start by confirming what counts as a money services business for your services, and whether you need MSB or FMSB registration.
New MSBs need the groundwork done before the first transaction, whether you start fresh or buy a registered MSB. Existing MSBs need to keep up, because Bill C-12 raised FINTRAC’s top penalties by up to 40 times in March 2026.
Our office is right here on East Beaver Creek Road, and we also act as an MSB lawyer for clients across Canada. The goal is simple. Fix problems before they reach FINTRAC or your bank.

Canada’s anti-money laundering law, the PCMLTFA, says you must register with FINTRAC before you offer any of the services below. FINTRAC does not charge a fee to register. Still unsure? Read our guide on who needs MSB registration in Canada.
Swapping one currency for another for customers, like U.S. dollars, euros, or rupees for Canadian dollars.
Wire transfers, app transfers, and informal systems like hawala or hundi. Moving money for other people counts when you do it as a business.
Issuing or cashing money orders or traveller's cheques. Cheques made out to a named person are not included.
Exchanging or transferring crypto, whether crypto to cash or crypto to crypto. Crypto ATM operators often fall in this group too.
Running a platform where people raise money or crypto for others.
A flat-fee classification review answers the question before you file.
MSB law is a core part of this practice. Irbaz Wahab handles each Richmond Hill file himself, and you get a flat-fee quote before any work begins. Need a company set up first? We can also incorporate your Richmond Hill business before you register.
We confirm you qualify, gather owner and director details, name your compliance officer, and line up the criminal record checks FINTRAC asks for. Then we file a complete application. Want to see each step first? Read our step-by-step MSB registration guide.
Your corporation, your FINTRAC registration, and a working AML program, done together as one project. One lawyer and one flat fee. A good fit for Richmond Hill founders starting fresh.
Written policies, a risk assessment, customer ID steps, monitoring rules, and staff training. We build each one around your products, your customers, and the countries you send money to. No copy-and-paste templates.
A set monthly plan for reporting questions, suspicious transaction advice, exam prep, and fixing gaps early. Your program stays current when the rules change.
Got a Notice of Intent to Revoke? The deadline is short, so act the day it arrives. We write a clear answer to each problem FINTRAC raises and show the fixes you made. See how our MSB revocation defence works.
Your registration lasts two years, then you must renew. We handle the renewal. We also file the updates FINTRAC needs within 30 days when something changes, like a new owner, a new service, or a second branch in Markham. Flat fee.
Opening an MSB in Richmond Hill? Updating your program for the 2026 rules? Holding a letter from FINTRAC? Tell us where things stand. Irbaz gives you clear next steps and a flat-fee quote before any work starts. Thinking about selling your MSB? We can help with that too.

Straight answers for Richmond Hill MSBs on registration, AML programs, reports, penalties, and fees.
You do not have to use one. But registration has many parts. You must describe your services correctly, name every owner and director, and provide criminal record checks. You also need a compliance program ready. Mistakes cause delays, and banks notice. A lawyer confirms you qualify and helps you send a complete file the first time.
FINTRAC says it processes most complete applications within three months. The usual delays come from missing owner details, unclear service descriptions, or an AML program that is not ready. Our guide on how long MSB registration takes explains how to avoid them.
FINTRAC charges nothing to register. Your real costs are things like legal help, criminal record checks, compliance software, and staff training. At Cloudhaus Law, registration, AML programs, revocation responses, renewals, and MSB purchases or sales all start with a flat-fee quote. No retainer, no hourly billing, and your first consultation is free.
Search FINTRAC's public MSB Registry online. It lists each registered business, its registration number, its services, and its status. Banks, partners, and buyers often check it, so keep your own listing up to date.
It has five parts. You need a named compliance officer, written policies, a written risk assessment, an ongoing training plan, and a full program review at least every two years. Since March 2026, the program must also be reasonably designed, risk-based, and effective. In plain words, it has to work for your real business, not just exist on paper.
An MSB has a place of business in Canada, like an office, staff, agents, or a Canadian company. An FMSB has no place of business in Canada but still offers services to people in Canada, often online. Both must register with FINTRAC before they start and follow the same core rules.
There are four main ones. File a Large Cash Transaction Report within 15 calendar days when you receive $10,000 or more in cash. File a Large Virtual Currency Transaction Report within 5 working days at the same amount. File an Electronic Funds Transfer Report for international transfers of $10,000 or more. And file a Suspicious Transaction Report as soon as practicable. See our guide to FINTRAC reporting rules for details.
You can no longer run an MSB anywhere in Canada, and banks often close your accounts soon after. FINTRAC usually sends a Notice of Intent to Revoke first, which gives you a short window to respond. You may also be able to appeal a FINTRAC MSB revocation to the Federal Court. No result is guaranteed, so speed matters.
Call an MSB lawyer the same day. Keep every record exactly as it is, including your AML manual, client ID files, transaction logs, and training records. Do not change or delete anything. Read the notice and list each problem and deadline it names. Write down what happened while it is fresh. Do not reply to FINTRAC without legal advice.
Banks run their own checks on MSB customers, and these often go further than FINTRAC's rules. We prepare the compliance documents banks ask for and help you answer their questions. That can improve your chances of opening or keeping an account, but the final decision is always the bank's.
Yes, and some owners prefer it. If you buy the company itself, you also take on its history, good or bad, and FINTRAC must hear about the new owners within 30 days. If you buy only the assets, you usually need your own registration. Compare both paths in our guide to registering versus buying an existing MSB.
Sometimes. Many payment service providers must also register with the Bank of Canada under the Retail Payment Activities Act. Crypto trading platforms may face securities rules too. And if you serve customers in Quebec, that province has its own MSB licence through Revenu Québec. We map out every registration you need before you launch.
